Menu item not opening in new tab/window

I'm having an issue with two tab links on my main header navigation that are not opening in a new window even though it's set to do so. These two external links are nested in a mega menu on the main website navigation on my site.

The site is built using the Clean Theme 6.1, but I'm not sure if it's a HubSpot bug or a bug within the header nav module.

The menu items that are an issue are "Measure Library" and "Clinician Insights" under Resources.

Where should I be looking to fix this?

@colaboratory On inspect I'm not seeing target="_blank" being added to those links which is what would tell the browser to open then in a new tab/window. I would email support for Clean Theme (can be found in the right hand sidebar of the theme's product page as they may be missing code in the theme that adds the link target to those links.
