Making custom animated ad responsive

I am trying to insert a custom animated ad into one of my templates but it messes up the responsiveness of the rest of the template because it is not responsive itself (the width stays at 728px for mobile). How do I insert this into the template and make it responsive? Should I convert it to a gif? How would I do that?
