Linking to an off-page anchor works but then jumps to the top

I'm linking to a request form on another page in the navigation of my site. So the link is to mysite.com/page#req-form. When you click on it, it goes to the correct anchor point for a split second, but then it jumps to the top of the page.

I've noticed a similar issues on another site I have at HubSpot. When loading any page and beginning to scroll down - the page jumps back up to the top and I have to begin scrolling again. Not sure if it's related, but I'd love to figure out how to stop that.
