Limit File Access in Design Manager

let's say we have the following file system in the Design Manager:
Is it possible to limit the access for certain users to only be able to access the "Email Templates" folder?
We want our editors to be able to create email templates on their own. However, they should not be able to add/edit any files in the "Coded Files" folder, since that could cause a lot of damage.

Unfortunately I don't believe you can restrict Design Manager access by folder.
One option could be to create a second Developer portal that you have access to where they can build the email templates and, once they're finished, you can clone them over to your own portal.
