Importing Data From a CSV to HUBDB With Foreign ID's

So I have to import quite a lot of data into a HUBDB table that uses foreign ID's to reference columns in another table. I first tried adding a few manually and exporting them, to see what the data looked like. And found that it creates a comma separated list of ID’s, something like:
00000000001,00000000002,00000000003

I went to the trouble of organizing the data before I imported it, to make sure all the rows referenced the correct ID in the other table, and imported them in the same format that I had seen. But no information was loaded into these columns.

Is there some trick for loading in foreign ID data? Or is it not possible for some reason?

Upon further investigation I have found that after attaching the item "non-rotating" to an item in the main table, and exporting it, it had the ID 112550929963, which is not the ID of the row of the attached item (as seen below). So what is it an id for? I did find that importing this exact export will keep things linked, but im not sure how to get all the ID's for the values if its not the row ID.
