HubL Container without Flexible Column

Is there a way to mimic the HubL Flexible Column without allowing a user to Add A New Module. For organizational/UX purposes, I like how the Flexible Column wraps the individual modules inside a container, like this screenshot:

Basically just like the above, but without the 'Add New Module' area. Any ideas? Thanks!

HubL Container without Flexible Column

I just did quite a bit of testing to see if this was possible. As far as I can tell, the closest you can get to this type of module grouping is by creating custom modules. The contents of the custom module aren't displayed exactly like a flexible column though. The title of the custom module is displayed in the editor, and you click on it to "open it" and see / edit the group of modules it contains. It would be useful if when you grouped modules in the editor they were grouped under the group name in the editor. That might get out of hand with nested groups though. Maybe a master group toggle or something..? idk. I would be interested to know if you find something out.
