If your theme is from the @hubspot or @marketplace folders, you can't make copies (only custom themes).
My suggestion would be to create a new theme to work from and use Content Staging (requires CMS Pro) to rebuild your site without disrupting your live site - if that's not an option, buy or build a new theme, build out the website pages and go through the process of unpublishing swapping the URLs with your new pages (happy to explain this in more detail if needed).
