Global header for my blogs not optimizing for mobile

My design using the drag and drop options is not mobile optimized - header text, images, and menu. I would have expected the menu to be optimized into a minimized menu, the text to resize, and the images to resize. What am I missing?

• Is this a custom header module? Or on that is part of a theme?
• If a theme, which one? (Many times the theme creator will provide support)
