Custom Module not appearing in certain templates

The Top Section group on this template ("Carousel Full Height" and CTA Form") is being hidden for some reason that I can't figure out. I've looked at the style sheet and there is nothing indicating any reason it would not display. No wrong "display: none;" or "hidden" anywhere. Any ideas?

Wondering if the module above could be affecting it? It is doing the same thing for a billboard image on another template. Both of the modules that are not displaying are directly below the site header.
