Creating a network for collection points ( wording might be off)

Hi All, Does anybody know if a network has been set up for example.

Customer brings items to me, they get weighed and recorded what the items are, then the customer recieves money for the items.

This information would then need to feed back to a central hub for each collection point say 100 collection points with scope to add or remove collection points as needed.

if your wondering what would anyone want that for! it's for community recycling project where we pay you for your rubbish if your as old as me it's a bit like taking the ginger bottles back for the 10pence deposit oh the good old day's
