SOLVEAbsolutley - PDFs can be stored in the file manager just like any other file. You can then use the 'document link' button in any of the editors to attach the URL of the PDF to any element on your page - this could be a download button on a thank you page or even a hyperlink in an inline thank you message.
You can also get the full URL by finding the document in the file manager, under content, and clicking it to view details.
