Upload files to website root directory

I saw this post in 2018 and was wondering if anything has changed since then?

"I need to upload some files to the website root so their URL is wwww.websitename.com/filename
Has anyone been able to do this before?"

Trying to connect to Google Console.

It is possible if you use a VPS server to host your website. I think most website store their files like this. At least, the small ones do that for sure. But if you have no place to store your files, you can always use a cloud service. Even the simplest ones like this external free cloud service will help you upload, store, and arrange your files in the correct order. And you won’t have to pay anything for it if the amount of information is not that big. This way, you will save time and money and won’t have to pay more for a VPS server to use more storage.

Not sure about your last comment about connecting to Google Console, but as far as I know when you setup a domain in hubspot, you are setting up an alias and all the file uploads are stored in /hubfs/ so the answer would still be no.
