It looks like you're already using the Starter version of HubSpot. There isn't a premium account of HubSpot per se, you can upgrade your subscription to Professional and Enterprise licenses to "unlock" more features. If you're referring to more guidance, HubSpot offers so-called professional services which you can learn about here: https://www.hubspot.com/services/professional

If you're looking for someone to help you with specific topics, the community is a great place to find solution partners. You can have a look at the community members by accepted solutions, this leaderboard will also tell you if they are certified HubSpot partner.
