Ensure all required fields on your landing pages are filled out, such as the page title, meta description, and any social media links if your template includes them.
Double-check that you haven’t exceeded the landing page limit for your account (free accounts have a 20-page limit).

I updated the URL content slug and removed the cannonical URL within the settings of each page and was able to get the pages to publish. I'm not sure which of those fields was causing the error but it seems to be working now.
HubSpot should provide a more explicit cause in their error messaging.
