looks like it's a custom theme developed by somebody else.
There are several options you should check.
First:
Check if the module is available for templates and pages(red highlight). If it's like in the screenshot, enable it by clicking on the toggle and saving it.
Second:
Check if the module is available for the page-type you're working on(blue highlight). Modules can be template specific(Page, Blog, E-Mail). If your page type is not included - select/add it and save the module.
I wanted to ask some clarifying questions regarding your module:
1) Is this a premade module or a custom module created by a developer?
2) Where are trying to edit the module? In a Design Tool or on a page such as a landing page?
3) Are you seeing any error messages?

If I'm understanding properly you are having an issue adding this module to your landing page correct? It's not appearing in the drag-and-drop section, right?
