It has a lot functionality, but has just one Design. Changing this requires a developer who creates a child theme. Is there any option to just buy a nice looking standard theme like for Word Press that just works and does not extra effort?
Our HubSpot agendy has modified a lot of pages, but they are not showing up as new templates. It looks that they just cloned existing pages.
Also we are used from our pevious CMS that you can change a template after they have been used for pages and change reflect existing pages. How can we achieve this with HubSpot?

Each CMS has their own unique advantages and hubspot's may not be for you. You could buy a custom theme from an agency that has all of the features you are looking for but it appears that your previous engagement did not produce the results you were expecting. You could re-engage with them to better understand what they built, or look to a different partner to help remedy your build to have additional templates.
With regards to how Hubspot CMS compares, what exactly are you looking for in a CMS. That sould be the first question to answer which is what is important to you, taking into account, both the setup and post-launch state. Are certain integrations important to you? Do you have development resources or would you need to contract out work? Are you looking for a drag-and-drop editor to not interface with the code or do you have a preference to have more flexibility with the code.
