Google Ads Conversion Event Not Syncing

Hubspot and Google Ad Suspension with no campaign

I connected my free hubspot account with Google Ad, did not run any campaign and I got suspended from Google Ads for circumventing their policies. What could the issues be. Ive never ran an ad through my account before.

Facebook No Internet screen when folks click submit of email form
