There could be a number of reasons why only a small percentage of HubSpot contact lists can be sent to Facebook's ad network. Here are 3 possible reasons I can think of:
The Facebook Ad Network only allows targeting of users with an active Facebook account. Contacts on your list who do not have an active Facebook account or whose profile visibility is limited may not be eligible for targeting.
Facebook's advertising network requires a certain amount of data to effectively target users. If you don't have enough data for a contact in your HubSpot list, such as an email address or location, it may not be suitable for targeting.
Some contacts may opt out of receiving marketing communications or request that their data be deleted, so they can no longer be targeted by Facebook ads.

I actually have the same issue. I create a segment list in Hubspot. I apply the filter to reach contacts that given consent to a marketing profilation. These audience size in Hubspot is about 31k contacts, but the estimanted audience preview matched in facebook is about 3k. This datachanged in the last week. hubspot, during the previus week, recognized about 20k contact matched.
Any reasons why this might happen? i didn't be able to find any documentation.
