Google Ads and HubSpot Data showing different numbers

We are tracking our Contact Us form. In Google Adwords my reporting is showing 11 conversations for the month of August on the Contact Us form. In HubSpot it says there are only 2 form fills. How can this be different? Do I have something set up wrong?

Hi @asteinhilber !  Is the form a HubSpot form or are you using the forms API or a non-Hubspot form with the tracking code firing on your page?
