but this doesn't seem to align with anything I can see in Meta business suite? Where is this ID being generated from?
It is a unique parameter added by Facebook for each outbound link they create. Hubspot stores it in Facebook Click Id, and it can be used for offline lead tracking. (or when Hubpsot figures it out, it might work automatically, but it doesn't today)

I understand that you created a report on HubSpot where you have a Facebook Ad Click ID but this ID does not match the Id of the ad, is that right please?
I could see in this article "HubSpot's default contact properties", that "Facebook click ID is a value that indicates a contact's visit to your site came from a Facebook ad. This is automatically set by HubSpot based on a URL identifier provided by Facebook Ads".
The Facebook Click ID is generated by Facebook and added to a URL that person is clicking on as a parameter.
Also, I would recommend connecting with HubSpot Technical Support, as Support is included in your subscription, and they will be able to provide real-time assistance for this matter, where you are able to share screenshots and further information about this.

Thank you, I've been through all of this information myself and am a fairly experienced FB ad user but I am still unable to see where this correlates and it's crucial to tracking for me. It seems crazy that HS is pulling data that cannot be easily cross-referenced
