"Create Association Label" function missing?

So, I'm either very tired or something is amiss. I'm a super user and I'm trying to create a new association label. When I go to the object page and then associations, the only button there is for creating association label limits. On no object or in any place can I see where I can create a new association label. Where has it gone?

How many labels have you currently configured? There is a limit of 50 per object pair.

@DSurman Try the second option in the dropdown, I think it has simply be renamed unintuitively.

Ahhh - thank you. I didn't even try that because...the name implies that I'm setting limits. Hope someone will change that soon.
