What setting is needed for Copy Permissions to a New User

I have a new anlyst that I want to take over the role of setting up new users.  She is not ready to be a Super Admin, but I thought this would be a good step in that direction.  However I cannot find the setting that allows her to "Copy Permissions to a New User".  She has the ability to Add and Edit both Users and Teams, but the Copy function is greyed out.  Any idea how to give access to this feature without providing Super Admin?

Please make it an option within the existing permissions of 'Account Management' - adding users, amending permission sets, etc. to allow use of the Copy permissions to another user. It makes it easier for those who don't need to/or wish to go through the add new user steps (which is fiddly) and can model a user quickly without requiring Super Admin access. It seems strange that the permission to manage user accounts doesn't allow this already. I don't want to have SA unnecessarily but users are aware of this functionality and will push for it.

I can't find anything on that specific setting either but I'd have to assume it's an SA option only at this point. 

Can she use permission sets to make it more efficient for her? Or, if you have an enterprise account use custom permission sets?

I was using this function, but when I added a new user today, and reset the permissions, the Next button is greyed out and I get a pop up message telling me to select a template. 

What has changed - or what do I need to do to get this working again?
