Those are a part of the CRM and sales section which are even available in the free version. So, unless any permission sets and roles have been created in your account, you should be able to update them.
Are you not seeing the Pipeline section in the settings or you cannot save the changes?
I have access to the pipeline settings and can re-arrange pipeline stages -- but cannot edit stage properties on the right hand side. My admin can't find the associated permissions for that access?
