Invited new user doesn't receive the invitation

I've the following problem:
- One specific user, i've added via setting panel, doesn't receive the the invitation mail to setup his account;
- I've revewed another posts related to the same issue, and put all the email addresses and IPs in the whitelist of our exchange online;
- then resent the invitataion but again with no success
- alternativly, I've added new user with email address info@.... which is distribution list. And the invitation mail to this arrived.
Any idea how we can resolve the issue?
