I just started setting up my Hubspot account and I'm trying to create a Product Folder. However, the option "Create folder" does not appear in the menu that pops up when I press the "Actions" button. The only options that I see are "Edit properties", "Import", and "Restore products".
I'm currently on a Free account, I don't know if it's a premium feature.
In order to see the "create folder" option you will need to click "settings" and then "products" followed by "actions" and the create folder option will appear. It is not accessible from the regular products library view.

I checked for you with the Team and after many months of research and investigation, the team has decided to deprecate the folder functionality within the Product Library Index page in favor of filtered views.
Why did we make this choice? Our team interviewed and tested with a broad range of customers early this year, including those customers that had folders, those customers that did not, and customers who had not yet used the product library at large to better understand what problems our users were trying to solve and which pattern would make them most efficient.
We presented all users with both options (expanded folder structure with sub-folders and the new index/filtered views UI).
Our testing revealed that customers were ultimately more productive and happier with the index page and views than with the introduction of sub-folders due to the flexibility in filtering, reduced need for product duplication to adhere to folder structures for segmentation purposes, and the overall speed and performance gains with search, sort, and find.
With that being said, our team is always listening to the feedback from this Community and if you do have a case for folders, we'd love for you to submit your use case in-app via the feedback widget so that the Team can learn more about your use case and follow up on ways we might evolve the product to better serve your needs in the future.

- Could you please try to create a folder from an incognito window (or another browser) to see if this solves the issue? - Can other users reproduce the behavior?

Same issue. I am on the paid version (professional) and I don't have the "create folder" in the actions drop down menu in my product library. . . I am a super admin
