I'm trying to update the exchange rate for a currency set in HubSpot (USD), but it is not working. Here is some relevant info and what we've already tried:
USD is not set as the Company Currency - it is EUR

You've mentioned that you're using the free version of HubSpot, is that correct?
It's interesting that the option to use multiple currencies and edit the exchange rate is available in your account, as this is a premium feature and is usually only available in paid versions of HubSpot.
There's only one currency available in free accounts and you're therefore not able to adjust the exchange rate:
I'm thinking that multiple currencies & adjusting the exchange rate could be legacy features or functions that remained in your account after a downgrade – have you used a paid version of HubSpot in the past (Starter, Professional, or Enterprise)?
If that's the case, this is probably the reason why you're getting an error; HubSpot is unable to complete the action due to the restriction of your current product version.
If your goal is to select a different company currency, I'd recommend to delete all currencies except one and then select a new one via the option "Edit company currency".
