Developer rights in an existing application

Hello. I need webhook functionality in HubSpot. However, you need a developer profile to create them. I have a super admin profile.

The question is, is it possible to create a developer profile in an already created application? And how to do it?

Of course, you can use webhooks in Workflow, but they are not flexible compared to regular webhooks.

I would be grateful for any help!
