Allow superadmins to create, edit, delete Playbooks (just not fill them in)

Hi, 

As Super Admin without Sales Hub Pro/Enterprise, I would like to be able to create, edit, delete Playbooks. I don't need to be able to fill them in but I want to be able to create the materials required for the team. 

Having to ask somebody else is very limiting now and therefore the feature is barely being used.
