If hiBot has an API that grants access to those contacts, you will have to create a custom integration which parses and reformats the data so that you can use it to create contacts with the HubSpot Contacts API. This endpoint is best for individual contacts and this endpoint is best for batches.
Depending on the fields you export from hiBot, you may also have to create custom contact properties to map to with the Contact Properties API.
