Webhooks not triggering when contact is created

SOLVE

I have created an app with a webhook which has to be triggered when a Contact is created. I have also successfully added this app into the user portalApp added to connected apps section

I have created a webhook inside the app which is pointing to my webservice. But when I create a contact from the user portal, I do not see any webhook call getting triggered as can be seen here:

It looks like your contact.creation webhook subscription is paused. Have you activated it yet?
