Webhooks for contact property updates

I need webhook functionality to update our in-house CRM whenever a contact property is updated on Hubspot. So far the only way I found that could potentially accomplish that is by creating an app here on Hubspot. But what does this even mean? I don't wan't to create some public app, I just need webhook integration with our CRM.

The app created via the steps documented here: How do I create an app in HubSpot? doesn't mean that it's a public app. To shed some lights, app are listed on HubSpot App marketplace via the App Partner Program.

If you'd only like to use it for an individual portal, you just have to install the app on the portal in question.
