Unable to OAuth new Users

Hey.

I'm having an issue oauthing new users for existing customers to an integration of mine that only requires the contacts scope. 

For example, I see the following error when I try to connect a new user of mine to my integration. If I use one of my old users that I created last year, with the exact same permissions, it works with no issue.

Has there been any recent changes around user roles and permissions in HubSpot?

I've followed the instructions here and enabled the Marketplace permission for the user in question, but that still isnt resolving the issue. https://knowledge.hubspot.com/integrations/resolve-a-request-for-integration-permissions-error

I have customers that use my integration and pay for HubSpot and are running into this issue as well.

Any help that can be given would be really appreciated.
