Trigger event on any file attachment on any CRM object

I'm looking for a way to trigger a workflow, or send a webhook whenever a file is attached to a deal, contact or Custom Object.

Anytime you attach a file to a Record (deal, Contact, etc) a note is created on this Record. 

How can I listen to this event and trigger an external webhook?

@jay2 Hi Jaycee I have a somewhat similar question that maybe you can also look into. We would like to have the adding of a final proposal document to the deal record trigger the deal being moved to the next stage of the deal.  Wondering if that is possible.
