Tracking URL Builder do not work

As the guideline, I can create a tracking URL in Reports -> Analytics Tools
But, I can not see Tracking URL builder function when I go in Analytics tool.
How can i get it out? The below image that my got screen

To create tracking URLs in HubSpot, you will need one of the following subscription levels:

• Marketing Hub Basic [Legacy]
• Marketing Hub Professional
• Marketing Hub Enterprise

This feature is unavailable for Marketing Hub Free and Starter accounts.
