We are using Zapier to make a call where we  Find Contact in HubSpot. 
This is currently failing with this:

"This HubSpot step is pending because you’ve met your plan limit."

I am on a free plan. We make may be 20 to 30 api calls per day in our plan, there's no way we triggered the 250k Limit api calls per day from this doc here https://legacydocs.hubspot.com/apps/api_guidelines

Hi, there! A great place to start troubleshooting this is to check your Private App logs. You can find the steps to take it here — Checking API Usage – Private Apps. Otherwise, I'd check on the Zapier side to verify there isn't a limit there too.
