Submit Form API with php Curl - Response 204 but cookie hubspotutk is null

I am using this code to submit HS form, the form submission is working but the $hubspotutk value is always null.

Any ideas what I need to fix here to pass the HubSpot cookie with the form submission.

as I am pulling the data from external source (without a form) and pushing the data to HubSpot.

How are you scraping the hubspotutk from the landing page? Can you provide a link so I can confirm the HubSpot tracking code is firing?
