Received a contact with is-contact set to false

Based on my research, we should only get a contact record with is-contact: false when using the https://legacydocs.hubspot.com/docs/methods/contacts/get_contact_by_utk endpoint. However, we got an is-contact: false even when using https://legacydocs.hubspot.com/docs/methods/contacts/get_contact.

With that said, I'm wondering if there's a way to replicate this issue?
