Permissions to merge

What permissions are needed to merge companies?

One of my users cannot merge. Does that user need to be the owner of those company records?

I also notice some company records can be merged and some cannot. Why?

I found the problem.

The record was a parent company.
In order to merge it, you would have to remove the child company.
