LiveChat visitor unidentified even though visitor identification token generated (200)

Hello, we're loading the livechat widget on our Ruby on Rails site and providing it with a valid email & token but the chats are not being associated to the existing Contact with a matching Email address. 

I've reviewed the main post suggested here and we still haven't been able to make it work. 

Are we missing something obvious here?  The widget loads, and if you've previously provided your email (or someone associated a contact to a prior chat) the system will remeber you & your threads. 

When I inspect the browser, I can see the token and email settings. Any ideas where we're going wrong would be appreciated.
