Hubspot Public App Settings

Good morning,

I'm working to the settings of a public App. I'm following the guide in your documentation  

https://developers.hubspot.com/docs/api/create-an-app-settings-page 

I don't understand exactly how account component works. I'm responding with the account users [{accountId: 123, accountName: "john smith" }] at the account component request. Everything seems fine and I can select a user from a list. 

After that I expect to apply settings to that specific selected user but when I receive requests from othe components (button, toggles etc) I always receive as a sender the same user (actually who is connected and making settings to the app and not who was selected in account component as I would expect). 

I also receive a notification after a user is selected but I always receive the userId of the connected user in the payload and not the selected user.

Is that correct? What should the account component do indeed?
