How to Generate Webhook URL

Beginner question here.

I am attempting to generate a webhook url that I can share with a vendor so they can utilize it to automatically upload lists of contacts to our Hubspot database. How do I generate a url for this purpose? I have gone through setting up a subscription and it is asking for a url to test the subscription, but I am not sure what to use for this. Also, do I just look at my contacts once I have provided them with this webhook to verify that it is working?
