Getting owner ID or user ID with the portal ID

When I receive the payload from the webhook

"contact.creation" subscription I get the object ID and the portal ID. To be able to call the Contact API to get more info from this new contact I would need to know who is the user that created that contact so I can get the token. Is there a way to know whats the owner ID or the user ID using that portal ID?
