Extensions API - send custom message from within HubSpot

Hello fellow developers,

I am developing an integration for HubSpot, using the Extensions API.

Now I would like to be able to send a custom message to my own defined API endpoint from within HubSpot. I saw an App in the Marketplace called "HubSpot + WhatsApp Integration" that manages to do this. (I won't link it, because I think that resulted in my post being flagged as spam here).

They click an action button on a contact page, allowing the user to send a custom message to an API endpoint. How can I replicate this action/view in HubSpot?
