Unfortunately, I now have the permission to do this, but previously I did not. 

Step 0: Be a user in an Account which doesn't have permissions to connect a marketplace app

Step 1: Create a marketplace app with a Developer account

Step 2: I used the Hubspot OAuth quickstart app to try to connect it via OAuth to the Account in Step 0 (https://github.com/HubSpot/oauth-quickstart-nodejs)

Step 3: Attempt to install the app into that account, and it will fail.
