Are you wanting to use these forms to create Non-Hubspot forms in Hubspot so that the submissions are entered into Hubspot directly? If so, I'd recommend taking a look at this resource on how to use and set up Non-Hubspot forms in Hubspot.
To summarize, once you add the Hubspot Tracking code to your site, and ensure that you meet the requirements outlined here, those forms will automatically appear on the Forms Index page. As well as all submissions from those forms would create contacts in Hubspot. In addition to this, it might be helpful to reach out to Hubspot Support so that they can take a look into your account as well as on that page to see whats going on here 🙂
