Developer cannot select scopes

Hi folks,

 

I have invited a new user and given him a developer license. Now he created an app but is unable to assign scopes to that app. He doesn't have permission, but there is no permission I can assign.

 

Can you help me?

@Jaycee_Lewis got news already: Apparently the issue is simply that the developer wanted to add critical scopes which is limited to Super admins. Apparently there is no setting to allow developers to use them.
