Custom action workflow - Getting started

Hey all

I was looking for a more comprehensive guide to create custom workflow actions. I understand that I need to have a developer account and an app which has to be in nodejs. 

I am confused as to how me defining my custom action in a json fileat the root folder of my nodejs file will "create a custom action" 

Would be great if anyone could point me to the right direction

I was looking through the documentation. I do not understand as to where to start,
1. where do I define my JSON ? ,
2. Do I need to code in VSC or within HubSpot .
3. If VSC , do I use nodejs and set the route ? . 

Basically I am not sure where to start. Glad if you could help me. Appreciate it
