Critical Scope Issue: Basic scopes missing

Hi, recently we  faced an issue with Hubspot OAuth Scopes. One of our customer who connected with our hubspot app was not able to grant access to tickets,settings.users.read. 

we got access to 

settings.users.write but not settings.users.read and tickets.I beleive these are basic scopes available to all tiers of account right?

This issue did not occur with any of our hubspot developer test account and free account we have. 

We crossed checked our install url and confimed that we are requesting tickets and user read/write scopes correctly as optional_scope. 

What could be wrong here?
