Created Public OAuth App, Hubspot thinks it's private

I've made a public OAuth App by following the instructions here: https://developers.hubspot.com/docs/api/working-with-oauth so I can set up some integrations.

At the point of authorising however I see the following error message:

The account I'm selecting is a paid Hubspot Account, and this has always worked in the past so I'm not sure what's changed.

This is a redacted version of the URL I'm trying to access:

Can anyone advise why a public App might be mistaken for a private one?
