Contact duplication - Cookie problem on sign in form

We have the Hubspot identify call being called on our signup page, we're noticing that the cookie is not being randomized on signout (even those it's being cleared) and reloading the sign in page the cookie is staying the same and being set to a shared user account.

Anyone experience something like this? I can't get the cookie to randomize unless I delete ALL their third party cookies from Hubspot.

How are you clearing the cookies? Are you using this: Remove cookies or Place do not track cookie?

Could you share the example page url and portal ID?
